From my experience and what I have heard from others, the DMV required safety equipment for a non-modified vehicle (i.e., production model) is the vehicle must have the equipment the vehicle originally came with and it must work.

For about 15 years I ran my 28 phaeton with a regular plate and therefor was require to pass inspection every 2 years. When I would bring it in to the DMV the older DMV inspectors would stand back and give it to a younger less experienced inspector. He would go thru the same routine as with a newer car. When he would ask for the wiper, I would reach up and move the hand wiper arm back and forth some caught it others I am not sure, mean while the older inspectors would be laughing. Then when it came to the turn signals, I used the hand signals while the inspector did not want to show his ignorance I have had the inspector walk around the car as many as 2 times looking everywhere before noticing my hand signals at which point he finally realized he had been had as he noticed the other inspectors laughing at him.

Never failed an inspection.
