Default Water outlet on cylinder head

Does anybody know who builds the Water outlet in the attached thumbnail?

What is that spark advance deal on the car in this picture? A manual over-ride connected to the throttle?

Is that a siren, or what, at the top on that firewall shelf?

I thought I knew my accessories, but this guy is a master.

Answer: looks like a manual/automatic advance for the spark hooked into the gas linkage...
