31 Cowl lamp assembly

I am rebuilding my original lamps and don't know if the lens goes next to the rim and then the gasket, followed by the spring clips or some other way. I seem to be installing the clips the wrong way as they don't allow the rim fully seat against the lamp far enough to allow the screw to go in. Any tips would be greatly appreciated. thanks
