Yes, Low beam filament should be on top. I read on Ford Barn a while back that if you put the brighter filament on the top, using the 50cp filament for low beam, and then tie the high and low filaments together the result is a 82cp for high beam (50cp +32cp=82).

That is what Ron Francis recommends for his Super Bright Bulbs resulting in 75cp low beams and 125cp high beams (75cp +50cp +125cp).
