That is a Kitchenette from Tourist Supply of Los Angeles, California. They came in three sizes, could be mounted on the running board or a rack. They have a box at the top for a block of ice, and a can along the side for drinking water with a spout at the bottom. Hopefully I have attached the patent document.

this reminds me of the camping chuck box we took along when i was a kid. but a lot nicer.
