Default 1939 Standard: Confused on the front bumper

Can anyone tell me if these bars are supposed to be here on the front end? If so, what are they for? Seems to me they are in the way, but this is how I got the car. The front bumper appears to bolt to the frame inside of the fender with the two bolt holes seen in the second picture. Is that correct? Thanks for your help!

Those two protruding straight steel bars were most likely used with a home made tow bar commonly used "back in the day" to flat tow a car. I made similar bars in 1967 when I flat towed my 40 a few hundred miles from NY to MA.. I still have the tow bar if you want it.
The stock 1939/40 bumper irons fit thru the holes in the fenders and bolt to the front of the frame rails. Each bumper iron is split with each iron attached on each side of the left and right frame rails with 2 bolts.

What you have there MAY be what someone rigged-up for a tow bar....scary!

Anyway, you should be able to see that '39 Standards did NOT have bumper irons like you show. DD
