Certainly appears the hot rod fever was alive & well, looked to be a 32 cabriolet/roadster ? cresting the hill & passing by a 28-29 'A' roadster hot rod with 39 or similar tail-lamps mounted in the rear deck pan. rather ironic both vehicles were captured in the same frame in what appears to be a random film clip, but then who knows perhaps the camera was in the hands of another hot rodder recording a club outing.

Upon a second look the street rod appears to also have an inverted 33-36 rear bumper...something that has been done through the years for the sake of doing it because one could just to be different than the norm.... although, it might provide as built-in protection similar to a conventional bolt on bumper guard.
