No suggestions here, but thank goodness the cable TV wires are always lower than the electric lines.

No CATV in those days...Looks about like some of the things we would have done 50 years ago working for the phone company..

That looks like open wire secondaries (120v per wire) They are hot because he's using a wood hot stick. The wood ladder is his insulation.

He may be trimming limbs, the older tree trimmers were wooden (and heavy).
