Default Dope trying to dope out a signal light issue

My 46 has a dealer installed signal light (Allstate). Separate rear and front lights. I have a Brakelighter installed 5 years ago and has always worked great. Lately the brake light is bright when brakes are applied. Now the sides for left and right only flash lightly on a couple of the leds on either side. So I am trouble shooting. I removed the bulb from one of them and am only getting 2.5 volts on the meter.
First thoughts? Grounds/flasher?

Good clean grounds first. For some reason I have found that the 41-48 cars definitely need really good clean grounds. I have even added a ground strap to the housing stud that protrudes into the back side of the fender. If you have a stock wiring harness also check all the bullet connectors at the back . Take them apart and clean them with sand paper and a round file in the tube encased in the rubber.

Try cleaning up a good clean ground near the tail light(s) and check the voltage from the turn signal wire and the ground.
