Could be several things, for one, if they are new shoes (not original ones relined) some have the holes at the bottom miss located. Also, where the shoes arced to match the drums?

When I replaced my shoes several years ago the drums wouldn't fit. Turned out the company that manufactured the shoes assumed that everyones drums would be at least .030 out, mine were NOS. Sent them back and had them tuned. They went right on.

If you can tell how much of an interference you have between the shoes and the drums you might be able to fix it yourself. Use a strip of sandpaper inside the drum and sand the shoe to match the drum. If it is a small amount, easy to do. If it is a lot, not so much. Also, be sure to chamfer the ends of the shoes.

If you can get the drum on, I used old fashioned chalk and scribbled on the the shoes. I turned the drums as much as I could and the smudge marks showed where the shoes were rubbing. A little sanding and tidal and error, all went smoothly.

It's funny for it my rear brakes as well that had the issue.

The emergency brake cable can be adjusted at the handle and also under the car near "X" member. When installing new shoes, you do also re-adjust the E cable.
