Default Clutch and Brake pedal shaft

I have just pulled apart two clutch bell housings to get the decent one of the two ready for painting. The housing fitted to the car had a long 1" shaft that both the brake pedal and clutch pedal were mounted on. The second and most useful only had a shaft long enough to fit the clutch pedal. Two questions, first why the difference and second where and how was the brake pedal mounted using the short shaft housing. The chassis is right hand drive,Australian, and in a previous life I am told it was a roadster.

The short shaft is either a non A fit, maybe a tractor or something similar, or someone has given it the chop. You'll have to use the long pedal shaft bell housing, which is actually a normal length pedal shaft bell housing.
