Default Ford GPW 3/8" valve guide clearance?

I replaced guides and valves etc on this engine and experienced sticking valves after 30 minutes. Now i lifted the head and pulled the valves. All stems have signs of sticking. They felt fair and free moving when put together but not enough apparently.
What is the absolute clearance for 3/8" cast iron valve guide clearance?

The jeep maintenance manual says .0015 min on intake and .002 on exhaust.
