Default 53 f100 gas tank question

Hi, I just dropped the tank in order to replace it. It leaked like crazy somewhere above the fill neck. Any way, someone, maybe the P.O. had used masking tape to tape some cotton webbing, like a webbed belt all the way around the tank, where the straps hold the tank to the running board brackets. My question is, does anyone know if these gas tank straps are supposed to have some kind of cloth liner on them? I can't tell from the parts manual or any online sources. I'd tape these back on but they look like they may have contributed to the general rot and rust.

Yes, Ford used a cotton type material on the straps for years until the last 10-15 years. They now use a black rubber like material that doesn't absorb water like the old one did. The old material contributed greatly to causing rust under the straps. You can buy the new stuff separately from Ford and cut it to fit, We stocked several different ones when I worked the dealer network.
