Default 28 squeeze handle

I bought a 28 emergency brake handle at a swap meet that was held together with a bolt. I bought one of the correct aluminum rivits and it came with a washer. My other original squeeze handle does not have a washer. Where does the washer go?

There is a picture of the 28 emergency brake handle with rivet on page 6-7 of the Judging Guidelines. Is said the washer was dropped in Sept of 28. See picture below.

The washer goes over the end being peened over. This same washer was eliminated in September 1928.
