Default 39 hydraulic brakes on a 38

I am trying to convert my 38 Ford to juice brakes. I am told that it is easiest if I use pedals from a 39. I have the bracket and pedals. Can this be installed without cutting the frame or making other modifications? Does every thing line up the same? Thanks.

I don't know about a '38 but on my '36 which I intend to mount a '39 pedal assembly I will have to make a couple of minor changes to the frame. Some one out there will know about what needs to be done on your car.
