The brass fitting was only specific for a certain time period. The Ford Service Bulletins show very good photos of just how this front engine mount is assembled onto the front cross member and the MARC/MAFCA Restoration Guidelines and Judging Standards explain the time period as to just when the brass fitting was used.

To detailed to type out here. Maybe someone can post the photos of all the information you need...or you can buy the books themselves and learn about it.

I think the brass fitting was used from Nov 28 thru Jan 29 to fill the hole in the crossmember. It went under the spring on the under side of the crossmember. After that a flat washer was used on the bottom, then the spring and then the nut tightened only enough to get the cotter pin in.
