if you are referring to the two bolts at the cowl that fit through the double holed frame bracket, it sounds like you have a '31 frame. You would, in your case, just use 1 bolt. The bracket was moved back to accommodate the longer S/W bodies. Earlier bodies will not fit both holes on these frames.

Another thing for you to watch out for. When you mount the 28-29 Radiator, on a 30-31 Frame, you will have to build some Blocks to raise the Radiator to make it line up correctly.

If you look at a 28-29 Frame, where the Radiator mounts on the Cross member, that section is Humped up, on a 30-31 Frame it is Recessed.
Thats a Good way for everyone to Reconize what Year Frame you are looking at, when you may be Buying one.

If you don't put in Blocks, when you install the Hood, you will look at it, Scratch Your Head and Probably say "What the Hell". The Hood will be Running Down Hill, and the Gap at the Cowl and Radiator Shell, will almost 0-3/4" on a Angle. I fixed one for a fellow like this, he didn't want blocks, so I interchanged Front Cross Members. Fun Job .............

PS; If you put in Blocks, You wont be able to use the Hand Crank.

the very late 29's had the newer cross member, and used 2 shims to raise the radiator, part # 8126-R, but I do not know the measurement. My old 29 coupe had this cross member, and someone had made a thicker rubber pad out of old tire sidewall. If I remember, it was about 3/8 to 1/2 thick.

I had the same problem when I tried to test fit my 29 CCPU cab on the frame. But I don't have that extra body bracket toward the back that was needed for the 31 S/W cars. So I don't know what year my frame is. Tomorrow I will go out to the barn and look at the front cross member to see if it is raised or recessed for the radiator like Jazz said. I also had to drill a hole in the frame for the rear cab body bolt to go into.

Thanks everyone, I think i will move the mounts and rivet them in the correct location rather than only use 1 bolt
