Default Front crankshaft seal

I am having trouble installing the camshaft gear cover. I had to replace the cam gear,so with it a new seal. I soaked it overnight in oil,placed it in the channel and squeezed it with clamps over a 1 1/2 " rod. After adding shims to my squeeze jig and clamping again, I am still short on the bolt holes when trying to bolt in place. Am I missing something? There doesn't appear to be any interferance with frame etc.The engine is in the car not out. Help Thanks

I put the bolt in the lower right side of the cover and then push down on the generator mount to leverage the seal on to the crankshaft.
