Default "T" Model Hub Caps

I have had this early "T" hubcap for years, but never knew what years it was. It is brassier than what shows in the picture. Can anyone help ? It is shown with a NOS late "T" hubcap.

What do the small letters mean stamped under USA mean? I've seen them W, X, etc. No answer here:

Best guess is a supplier's mfg mark, Ford used lots of outside suppliers. Or could just be a tool mark, to designate the tool pattern forming the cap, in case of damage or other issues, a poor quality cap could be traced back to the particular forming tool.
