Default Wasco tool

Can anyone give me information on this tool which was supplied with a Ford distributor stroboscope. Stamped on it is Wasco X138 and the numbers go from 14 - 30, and this end is under spring tension when it moves in. Total length is 6-1/2 inch.
Apparently Ford in Canada used a mix of U.S. KR Wilson tools and Wasco equivalents.

I think it measures point spring tension....
