Default Flat top crank guide?

I am using a flat to crank guide in my 28 pickup. Are the lower plates universal for years 28-31 or is the lower plate also year specific. I'm asking because I have tightened the nuts equally as far as I can and I cannot place cotter pin in. Upper spring is beveled and pack is tight. Spring is fully seated in pocket.

The thicker leaves make sense. It's a 10 leaf replacement spring from snyders.
