Default Steering col.switch

How do you free up steering col. on-off switch--my key will not turn and on-off lever will not move--steering col. locked what made this all of a sudden-one of the wire fasten to the back block terminal and the other end looks like it pulled out of a wire coupling---black with red tracing hanging loose bare end--- Thanks

The usual problem is that the steering shaft is applying pressure to the mechanism. Try turning the steering wheel shightly one way or the other to relieve pressure. Same applies to modern cars although they don't hang up as often.
