Default 1928 Phaeton Rear Bumper Brackets

Having some trouble mounting the rear bumper brackets, bought the parts at a swap meet a few years ago, nothing seems to line up, I'm now not sure I have the right parts for the car. I've looked for drawings/spec's in the books and manuals with no luck. Any guidance would be appreciated. Thanks!
