Default '56 ford front fender installation

My neighbor is attempting to mount the front fenders on his '56 wagon. He removed them for restoration. The lowest mounting hole at the rear of the fender matches up with a hole in the rocker. The hole in the rocker panel is round, about 1/2 inch in diameter. There is no nut in the hole. What is used in the rocker hole to thread a bolt into to secure the fender?
