on my SW TS the cord is held on by 2 - 10-32 screws that are about 1" long per side. There should be 4 captive nuts on the seat back metal They are about 5" in from the door and about 7" down. There is a nickel plated bracket at each end of the cord. There are 2 styles of the bracket, one for all of the pre straight window Town sedans and one for the slant window Town Sedans. Look in the Restoration Guidelines page 10-6.

Use a needle to try and locate the 2 sets of threaded openings. The 2 openings are about 1" apart on each side of the seat back.

Jimmy
Here are 2 pictures of the robe cord ends. The pictures are of a 1931 SW Town Sedan. The 28-early 31 (straight windshield) Town Sedan's robe cord ends are different. The location should be similar.
My previous measurements were from memory, I guess that it is not what it used to be.
I hope that this helps.
