They're from a '39 Service bulletin...the bulletins had dyno charts for all of the engine families, with a neat cross section drawing of the engine on the back. They have two asterisks marking advertised numbers and RPMs for torque and HP, slightly below the curves shown.
Anyway, I think the information there is all that can be easily found on Ford's measuring technique...
