Default Spare tire/ wheel mounting arm

Trying to remove the spare wheel mounting arms (two wheels - one each side), so the side splash pans can then, be removed ( when / after the basic body is removed).
I loosen the lower castle nuts, used penetrating oil, used propane torch and a large hammer maul ........ NG. Esther side will not budge. Are these units splined, are they a tapered wedge fit or are the keyed ? Does anyone have a suggestion?

Mine is a smooth taper. 1930 Coupe.

The thread and nut are the same as the rear axle, so I'd guess that the taper is the same.
