What you have there is what is called a tool tag (check). They were numbered (same number as the employees badge number) and were used to take out tools from the tool crib during your work shift.
I have never seen one with a name stamped on it, so my guess is it was from a employee who worked as a overall repair person and had access to all locations in the plant.

Others may have more information on this.

Thank you for your help, I would agree never seen one with a name on it or the inscription this one has on it. I do know he worked as a shop forman in the teens and 1920s in Atlanta. Many have made guesses but none seemed to have seen one like it either. Maybe Atlanta did things a little different or as some said it could have been a sample from FORD. I just wish I could get a photo of another similar with FORD, Mtr, Co. Atlanta That seems quite u unusual to me.
