report box/ different colors

I notice there are different color dots alongside the "report" box in the posts.
Some are green, some blue, and some red.
Please explain the significance/difference in these markings.

It tells if someone is on line, haven't payed attention. No colored(blue?) mean off line, green mean you on on line, red, don't know. The dot and report button are two different functions.
