Default '36 Gas Tank Installation Question

I spent an hour searching & reading old posts, but never found an answer for my question. Should the bolt be tightened to completely collapse the spring, then backed off a couple of turns, or how many turns ??

Also, I see reference to the heads of the bolts being drilled for a safety wire - run the safety wire through the drilled hole and what do you wire it to, to prevent the bolt from backing out?

run the safety wire between the bolt heads and the area of the frame that is separated, usually on the inside of the frame, tighten the bolts only a little, remember this feature is to provide the tank some defense against the frame twisting, if the bolts are too tight the tank would flex also which could lead to leaking!

Any ideas as to where to buy the correct gas tank mounting bolts with the hole drilled in the head for the safety wire? I looked through Rot Nacewicz's catalog and he doesn't seem to carry them, which surprised me.
