Brake rod anti-rattler springs
How do I get the springs over the eye at the end of the brake rods?

The way i understand it, is that the springs push the rods away from the cross shaft. I have attached a drawing that I am working from. I will be able to slip the springs on the rear rods from the adjustable eye end, but the front rods, i would need to get the springs over the fixed eye?

Yes, the springs push the rods away from the cross shaft. In both cases, they go on from the adjustable eye end. I had to think about it a few minutes - it works.

If you turn the front brake rods around and put the clevis on the cross shaft, then the upsets are in the wrong place. How do you move them?

Just spread the end a little to get it over the eye and then squeeze it back.
