They are the same if your '40 coupe is simply a "coupe". That is, NO auxiliary seats. There was no such thing as a Business coupe in 1939 - what some guys incorrectly term an Opera Coupe.

Pic from the back, ain't she beee-uwe-ti-ful!I've been told that the two long supports indicate that it did have auxilliary seats, I doubt I'll add them.

The one digit difference in the root numbers is because the pedal was sold with bushing.
As noted above, the '49 clutch pedal used 7519 root...it was just the pedal arm. Earlier Fords were 7520...so the pedals with 7520 root number were actually an assembly consisting of a 7519 pedal arm and an installed bushing...
You need to look up both pedals in the big book to identify. The 09A pedal noted above, first used and so numbered for '40 Merc, was used also on I think '42-8 Fords. The other pedal I'd have to look up...each application of the '40 bracket used a different pair. The D3 prefix noted up there is mis-read for sure. Forged numbers can be very unclear, but a glance at the Good Book should clarify it.
