Default 56 Merc Montclair Automatic - Shift tube in Steering Column

Having problems making adjustment so that I can shift both into Park and Low. Currently, I can only make the adjustment to get in one or the other. Can I remove the shift tube out the top of the steering column by removing steering wheel/shift lever/turn signal assembly? Does anyone have a New Old Stock (NOS) shift tube or know where I can find one? Any ideas?

P.s. I have spent a considerable amount of time trying to make the adjustment without success. I believe the parts are too worn, specifically the shift tube.

I pulled the mast and shift tube when I had the same problem a few years ago. As can be seen in the pictures the wear is in the shift arm ring. Easy fix is to add a small weld blob and then file back until tight fit. Pictures should explain better than my words.
