31 SW 4 door Windshield/Tank Trim

My 31 4 door SW trim piece between the windshield and tank top is badly rusted. I want to remove it. I removed the two side screws and all tank to dash rail bolts except the two side bolts along the top of the cowls on either side. Do those bolts have to come out? I really don't want to pull the tank if I don't need to.
