New rear bumper bracket install - 31 Roadster

Greetings All,

So... in the process of replacing the hacked-up rear bumper brackets someone installed to clear rear tire and luggage rack. I managed to get the old ones out. For the new stock replacements, I can't fit the inner end of the bracket under the frame and the outer end under the body where it bolts up at the rear. Seems the body would need to be 1/2" or more higher to make it all fit. Any secrets to getting these things in??
