A Guess
Throttle is obvious.
Looks like 2 chokes - one for fresh cold intake, one for heated off the exhaust?

Trying to get a little temp control of the intake? Perhaps in the really cold the motor would not have to run with a lot of choke?

Need a larger picture to get all the details. Looks like a selector for choke from cold air and heated air. Where is the gas line?

Hi, I think it's a gas engine conversion? (Wood gasifier?)

Looks factory, no regular carb. Werner could be right?

It looks like there is a carburetor on top of the intake manifold? Need a more complete picture.

Possibly a kerosine conversion from WWll. Start on gasoline and when the thing gets warm it switches over.

Natural gas or propane? There is no carburetor or device to vaporize liquid fuel.

There is a steel underframe in the steering wheel, the cracks are superficial.

Wood gas equipment was more home made here in the US during the depresion era and WWII. Folks in Europe and Asia depended on it more and especially during the war. That set up is more sophisticated than most.
