Re: Frame serial number to obtain a title?
I bought an antique Mullins trailer from a gentleman in Texas. Texas does not require titles for small utility trailers, only registration.
Alaska did not want to recognize the Texas registration and bill of sale. Said I would have to go the bonded title route, (time & money). Texas will, however, supply a title when requested, for an additional fee of course. I went back to the previous owner, and for $35 he obtained a Texas title, which then I was able to transfer to Alaska with no problem.

Re: Frame serial number to obtain a title?
Not actually a VIN since the VIN concept was not established until 1955. When the engine was set on the frame during assembly, the engine number was stamped on the frame. The number is on the top of the frame just aft of the forward left body bolt and covered by the body where it can not be seen unless the body is unbolted and lifted. The ID number is often an issue when trying to get a title so it is best if the engine number (readily visible on the left side of the block) matches the title number.

The VIN (actually the serial number) is located under the front left corner of the body. The body must be lifted to see it. See Jim Masons site for illustration: http://jmodela.coffeecup.com/numbers.html
