As I recall it does not make any difference as to what gear the column shift is in, if one of the levers on the lower portion of the column is down, just push the other down. If one is up, push both down.
We use to use this trick in the school parking lot to mainly girls cars, then we could rescue the girl when she could not get the car to move.
