I agree that the snaps are not correct. The material doesn't look quite right to me either, but that may be primarily the effects of age.

ask the guy to measure it.. If it comes up the correct measure i bet is a late 31 .

According to the Judging standards and Restoration Guidelines area 17 page 17-1 revised 1997 "The first type of fastener, used until about June 1928 was a Nickel plated "common sense type" twist type fastener. The second and third type fastener used throughout production, were cadmium plated with either solid single wire or solid double wire durable snaps."
"Dimensions were was approximately 11" long 8 3/4 wide (when open) and 6 1/2 wide (closed)." I would say that the tool bag is V-8 after 1931
