At idle the cars I have worked on run a lot longer then 10 seconds after the fuel is shut off. Even taking into consideration any fuel that might be in the lines that might flow to bowl, 10 seconds is not very long. Could be leaky shut off valve that was not opened or not opened all the way only allowing the bowl to fill part way?

I built a small 1 qt aux fuel tank. I disconnect fuel output from fuel sediment bowl. If problem solved it is upstream to fuel tank. If not.... work downstream problem if fuel starvation will be at carb inlet or internal in carb.
