Default Late 31 fuel tank

It seems to me that a late 31 fuel tank (with the indented firewall) would not totally drain the tank since it appears that the valve is bit higher than the non-intented types.

Is that correct or not ?

The tanks on both my late 31's drain completely. The pipe riveted to the bottom of the tank, in the same place as the valve in earlier tanks, goes straight out through the indent.
