If I didn't know any better I'd say someone already ran acid through the system. That looks like more than just "rust" unless the engine sat in the open with no upper radiator hose on it. I'd be tempted to pull the head and look at the passages. Something ate steel there...

FWIW: When you're done, be sure to use antifreeze coolant, or if you must use water you will need an additive package to prevent rust. Water is the best coolant, but it will rust parts (duh!). I worked with a bunch of PhD chemists who made their living designing coolants for a major oil company and when I told them I ran straight water in my beefed up small block Chevy, they stongly convinced me to do otherwise, but I won't repeat the language they used.

The cooling system is a closed circuit. It should not leak into the combustion chamber. So the rings should not leak coolant. Emptying your engine of all liquids before derusting is a good idea anyways. No matter what solution you use on it, make sure to neutralize it thoroughly. Then use the correct Coolant mixture for your area.

Had over heating problem. read a tip to use White Vinegar (from grocery
store. cheap per gallon). drain out water, put in vinegar and drive for a week or so. drain, and drain, and flush and flush. Had to use coat hanger to
clean out drain cock twice. No more over heating, didn't screw up radiator or anything else. and cost was minimal

Check out Gano Filter on the internet. Works great on cooling systems.
