Default 1935 Pickup mechanical brakes

When adjusting the brakes, which direction do I turn the adjuster on the rear of the backing plate to tighten the brakes ( when looking at the adjuster from behind the wheel). When I turn the adjuster, in either direction, the brakes go from on to off over and over as I turn the adjuster. Whats up? Thanks in advance guys.

Assuming all other pieces are correctly adjusted and within tolerances, the adjuster turn inwards to increase and outwards to decrease braking action.

As you turn the adjuster the brakes may get tighter when you are on the high part of the adjuster and looser in the low spot.
