Default It's a what ???

Found what appears to be some kind of a tool with some Model A parts I bought at an auction. It has '1U2614 H' and 'Canada' stamped of the face shown in photo 2. Does anyone know what it is ?

The over all diameter is 2.81 inches and the outer flange is .44 inches thick.

The notched center hole reminds me of the notched hole in a rear brake drum that fits around the rear axle & axle key. The three radial grooves might indicate it comes from some sort of puller. That's all I got.

Got me, never seen anything like that, you're going have to get with the old time geezers that have done it, seen it, and been there.
