Is the groove in the windshield frame supposed to be tight enough to retain the rubber gasket without the use of adhesive? this is especially noticeable along the lower portion of the frame?

Yes,push it in with a thin putty knife.Groove must be clean.

My F1 windshield was put in without adhesive. It stays in just fine, but when I drive in the rain there’s always a couple of streams of water running down the top of the dash panel.
