Quell radiator cap question

I bought my First Model A after many years. It came with a Quell radiator cap that looks at the side of the road about 30 degrees to the right when I try snugging the cap down tight. If you open the Quall, there are two allen set screws that don't seem to do much. Can someone tell me how to straighten her out and keep the cap tight. I'm tired of making all right hand turns.
