Picked up a bunch of Model A parts, and this was with it, anyone able to identify it?

P.S. Disregard the cutout in the first picture, it's from a Model A generator. This one doesn't have a cutout.

It is not Model A... 50s ford 2 brush with a broken mount. I would say pretty worthless at this point.
