Apco accessory choke and carb adjustment
Just got this today seems to be built very well. I wonder what year it's from.

That is a 1928-mid1930 instrument panel in the drawing.

Perhaps it was made to put the choke/GAV at a more convenient distance for the driver, or for right-hand drive cars. I have never seen a RHD car, but it would seem that the choke rod would be in the way of the steering column. Maybe such a device would be more handy. It does seem that it was made for a Model A.
