Default 36 Ford Fuel Tank Vent Issue

I have a 1936 Dlx Tudor Sedan with a fuel tank issue. After I fill the tank and leave the car outside in the warm sun the fuel in the tank expands and flows out of the filler neck below the cap. I've tried vented and non-vented caps. Same result. Anyone have any thoughts?

Mother Nature at work, Don't top the tank off. Leave room for expansion.
