FINALLY corralled my son to ride in the rumble seat and listen while I drove around right and left corners. According to him and his much younger ears, there is no noticeable noise from either side. Glory be! I'm going to call that a win.

with the hub off check to see what is actually rubbing,the edge of the brake drum or the pins in the emergency brake band lever .The pins should be installed with the cotter pin on the inside which gives more clearance from the drum .You can easily see the rub marks on the inside of the drum if the pins have been rubbing .Bob C could well be right.
